Summary
The Procurement Expert will provide procurement advisory to strengthen CVD adoption, vendor governance, and compliance across Global Fund implementers, delivering rapid, high-impact improvements within a short-term assignment.
Key Responsibilities
- Provide senior technical support to implementers on the rollout, optimisation, and institutionalisation of the Global Fund Common Vendor Database (CVD).
- Advise Principal Recipients (PRs) and Sub-Recipients (SRs) on vendor onboarding, due diligence, and vendor data governance in line with Global Fund procurement policies.
- Assess current procurement practices and identify gaps in vendor management, supplier transparency, and procurement compliance.
- Support alignment of procurement processes with Global Fund guidelines, national regulations, and fiduciary risk management expectations.
- Provide hands-on guidance on vendor validation, documentation standards, and audit-ready procurement records.
- Strengthen procurement integrity by promoting transparent supplier selection and minimising risks of duplication, fraud, and collusion.
- Deliver targeted capacity-building sessions and technical clinics for procurement teams on CVD usage and procurement governance.
- Collaborate with the Fiscal Agent and Cooperating Partner to provide structured feedback and progress updates to the Global Fund.
- Contribute to procurement risk reviews, spot checks, and advisory notes to strengthen overall fiduciary assurance.
- Deliver practical recommendations and handover outputs to ensure sustainability beyond the assignment period.
Educational Qualifications
- A degree in Procurement, Supply Chain Management, Business Administration, Public Administration, or a related field.
- Professional certification such as CIPS, CPSM, or equivalent procurement qualification is strongly preferred.
Knowledge Skills & Experience
- Minimum of 10–12 years’ relevant procurement experience, including senior advisory roles.
- Strong experience with donor-funded programmes, preferably Global Fund or similar multilateral financing mechanisms.
- Demonstrated expertise in vendor management systems, supplier due diligence, and procurement transparency frameworks.
- Experience supporting digital procurement tools or vendor databases is highly desirable, especially CVD or equivalent platforms.
- Proven track record of providing high-level technical assistance and building capacity within public or donor-funded institutions.
- Strong understanding of procurement governance, compliance, and fiduciary risk management.
- Excellent analytical, documentation, and reporting skills.
- Strong stakeholder engagement skills, with the ability to influence senior implementers and partners.
- Ability to deliver high-impact results within short timelines and fast-paced environments.
